The correct sequence has two stages that cannot be combined or reversed. The first stage removes the contamination physically: sweeping or scooping solid debris out of the area, then washing every affected surface thoroughly with hot water and detergent. The detergent breaks down the organic residue. The washing action removes it from the surface. Only once that process is complete and the surfaces are visually clean does the second stage begin. A solution of one cup of household bleach per gallon of water, applied to the cleaned surface and left in contact for the time specified on the label, addresses the bacterial contamination the cleaning stage couldn’t remove.
Disinfecting a floor or surface after monsoon flooding should only happen after the surface has been physically cleaned with detergent and water. Disinfectants cannot penetrate through sewage residue to reach the surface beneath. Applying a bleach solution to an uncleaned surface creates the appearance of disinfection without achieving it. Clean first, then disinfect.

Carpets, mattresses, foam cushions, and upholstered furniture absorb water into their interior structure. The external surface may look dry while the interior of the wall remains saturated and contaminated.
Carpets, mattresses, and upholstered furniture that absorbed sewage-contaminated floodwater cannot be adequately disinfected and should be discarded. Contamination enters the interior of these materials beyond the reach of surface cleaning or disinfection. Hard, non-porous surfaces, tiles, sealed concrete, metal, and glass, can be cleaned and disinfected with a bleach solution and retained. Partially saturated wall sections require assessment before deciding whether to strip and replace the affected section or attempt surface treatment.
Mold Begins Growing Within 48 Hours in Karachi’s Monsoon Humidity
Post-flood cleaning addresses what is visible. Mold growth begins in the spaces where cleaning cannot easily reach, on a timeline that most residents don’t account for.
Mold spores are present in every indoor environment at low levels that cause no problems under normal conditions. Moisture changes that calculation.
